Allahabad High Court found police measures to stop Chinese manja sales inadequate, ordered SOP formulation and continuous monitoring. Next hearing set for December 3.

The Allahabad High Court has deemed the steps taken by the police to prevent the sale and use of Chinese manja (kite flying thread) insufficient. The court directed the government to prepare a Standard Operating Procedure (SOP) and enforce continuous monitoring, with the next hearing scheduled for December 3.

Court’s Remarks and Orders

A division bench comprising Chief Justice Arun Bhansali and Justice Sudhanshu Chauhan issued clear directives following a public interest litigation (PIL) filed by Dr. Kamal Kumar Jaiswal. The court noted that despite actions mentioned in the government affidavit, newspapers continue to report injuries to common citizens caused by Chinese manja.

Need for Continuous SOP

The court instructed the police department to immediately prepare an SOP if one has not yet been formulated. Additionally, the court mandated regular reporting on existing permanent arrangements and their effectiveness.

Current Status and Ban

Chinese manja has already been banned due to its dangerous nature, yet it remains available in markets. Expressing concern, the court stated that one-time action is insufficient and continuous, effective measures are necessary.
